Topic: Functions Of The Arms Of Government

Overview

This lesson series covers the three arms of government: Executive, Legislative, and Judiciary. Each arm has its own primary functions and they work together through a system of checks and balances.

 

LESSON 1: MEANING OF GOVERNMENT

Key Concept

The government has three (3) arms: Executive, Legislative, and Judiciary. Each arm has its own primary functions and uses these functions to check one other.

 

LESSON 2: FUNCTIONS OF THE LEGISLATIVE ARM

Definition

The Legislative arm makes laws for good governance and serves as a check on other government branches.

Primary Functions:

  1. Passing bills into laws
  2. Establishing the government’s budget
  3. Confirming executive appointments and ambassadors in a presidential system
  4. Ratifying treaties
  5. Investigating the executive branch
  6. Impeaching and removing office members of the executive and judiciary
  7. Redressing constituents’ grievances
  8. Representing the opinions and interests of their constituents
  9. Supervising the activities of the executives
  10. Controlling public expenditure and the imposition of taxation

 

LESSON 3: FUNCTIONS OF THE EXECUTIVE ARM

Definition

The Executive arm carries out day-to-day functions of government, implementing policies and programmes while enforcing public laws.

Primary Functions:

  1. Formulating policies and laws
  2. Making laws under delegated legislation
  3. Sending and receiving diplomatic representatives, negotiating international treaties and agreements
  4. Formulating foreign policies
  5. Performing ceremonial functions such as taking salute during state ceremonies
  6. Commanding the armed forces and possessing the power to declare and wage war and proclaim a state of martial law

 

LESSON 4: FUNCTIONS OF THE JUDICIARY ARM

Definition

The Judiciary interprets laws and settles disputes between the legislative and executive branches, as well as between citizens.

Primary Functions:

  1. Punishing law offenders
  2. Safeguarding the rights and liberties of citizens as stated in constitution
  3. Settling disputes between individuals or between organizations
  4. Serving as a custodian of the Constitution
  5. Maintaining peace and order

 

LESSON PRESENTATION GUIDE

Teaching Steps:

Step 1: Introduction (10 minutes)

  • Review previous lesson on arms of government
  • Display chart showing functions of each arm of government
  • Ask students to point out each function and describe

Step 2: Main Activity (25 minutes)

Student Activity: Describe the functions of the arms of government as stated on the chart

  • Teacher uses the primary function of each arm of government, the chart and student responses to explain the lesson objective
  • Focus on Functions of Legislative, Executive and Judiciary

Step 3: Discussion (10 minutes)

  • Teacher leads discussion on other functions of the arms of government
  • Students pay attention to participate actively in class discussion

Step 4: Assessment and Closure (5 minutes)

  • Quick review of key functions learned
  • Exit ticket: Students write one function for each arm of government
