LESSON 1: MEANING OF GOVERNMENT
Key Concept
The government has three (3) arms: Executive, Legislative, and Judiciary. Each arm has its own primary functions and uses these functions to check one other.
LESSON 2: FUNCTIONS OF THE LEGISLATIVE ARM
Definition
The Legislative arm makes laws for good governance and serves as a check on other government branches.
Primary Functions:
- Passing bills into laws
- Establishing the government’s budget
- Confirming executive appointments and ambassadors in a presidential system
- Ratifying treaties
- Investigating the executive branch
- Impeaching and removing office members of the executive and judiciary
- Redressing constituents’ grievances
- Representing the opinions and interests of their constituents
- Supervising the activities of the executives
- Controlling public expenditure and the imposition of taxation
LESSON 3: FUNCTIONS OF THE EXECUTIVE ARM
Definition
The Executive arm carries out day-to-day functions of government, implementing policies and programmes while enforcing public laws.
Primary Functions:
- Formulating policies and laws
- Making laws under delegated legislation
- Sending and receiving diplomatic representatives, negotiating international treaties and agreements
- Formulating foreign policies
- Performing ceremonial functions such as taking salute during state ceremonies
- Commanding the armed forces and possessing the power to declare and wage war and proclaim a state of martial law
LESSON 4: FUNCTIONS OF THE JUDICIARY ARM
Definition
The Judiciary interprets laws and settles disputes between the legislative and executive branches, as well as between citizens.
Primary Functions:
- Punishing law offenders
- Safeguarding the rights and liberties of citizens as stated in constitution
- Settling disputes between individuals or between organizations
- Serving as a custodian of the Constitution
- Maintaining peace and order
LESSON PRESENTATION GUIDE
Teaching Steps:
Step 1: Introduction (10 minutes)
- Review previous lesson on arms of government
- Display chart showing functions of each arm of government
- Ask students to point out each function and describe
Step 2: Main Activity (25 minutes)
Student Activity: Describe the functions of the arms of government as stated on the chart
- Teacher uses the primary function of each arm of government, the chart and student responses to explain the lesson objective
- Focus on Functions of Legislative, Executive and Judiciary
Step 3: Discussion (10 minutes)
- Teacher leads discussion on other functions of the arms of government
- Students pay attention to participate actively in class discussion
